Can a domestic worker return to work under Level 3?

The regulations state that they can’t, unless:

(a) the worker is live-in;

(b) the service is provided to essential and permitted service workers, the sick, mentally ill, elderly, people with disabilities and children; or

(c) the domestic worker is provided with private transport, either at the cost to the employer or without additional cost to the domestic worker.

The last requirement is to minimise risks from travelling to work in public transport. If your domestic worker or gardener can walk to work, he or she can return to work.

Essential Travel for South Africans.

The home affairs minister, Dr Aaron Motsoaledi, has approved essential travel for South Africans who want to return to countries where they are based.

The home affairs department confirmed that the approval follows consultations with the international relations and cooperation department and the National Coronavirus Command Council.

Permitted reasons to leave South Africa include work, study, family reunion, to take up permanent residency and receive medical attention.

Requirements include valid South African passport, letter from the embassy or other diplomatic/consular representative of the intended destination and air or bus ticket.
